Dr. Levitas received his BS,  from the University of Portland and his Ph.D. from UVA, both in physics.

For more than 30 years, Thomas S. Logsdon, M. S., has worked on the Navstar GPS and other related technologies.

 

Mr. Elbert is a recognized satellite communications expert and has been involved in the satellite and telecommunications industries for over 40 years. He founded Application Technology Strategy, LLC, to assist major private and public sector organizations that develop and operate cutting-edge networks using satellite and other wireless technologies During 25 years with Hughes Electronics, he directed the design of several major satellite projects, including Palapa A, Indonesia’s original satellite system; the Galaxy follow-on; and the development of the first GEO mobile satellite system capable of serving hand-held user terminals. Mr. Elbert was also ground segment manager for the Hughes system, which included eight teleports and 3 VSAT hubs. He served in the US Army Signal Corps as a radio communications officer and instructor. By considering the technical, business, and operational aspects of satellite systems, Mr. Elbert has contributed to the operational and economic success of leading organizations in the field. He has written nine books on telecommunications and IT.

He's accomplished this at the Naval Ordinance Laboratory, McDonnell Douglas, Lockheed Martin, Boeing Aerospace, and Rockwell International. His research projects and consulting assignments have included the Transit Navigation Satellites, The Tartar and Talos shipboard missiles, and the Navstar GPS. In addition, he has helped put astronauts on the moon and guide their colleagues on rendezvous missions headed toward the Skylab capsule. Some of his more challenging assignments have centered around constellation coverage studies, GPS performance enhancement, military applications, spacecraft survivability, differential navigation, booster rocket guidance using the GPS signals and shipboard attitude determination.

Tom Logsdon has taught short courses and lectured in 31 different countries. He has written and published 40 technical papers and journal articles, a dozen of which have dealt with military and civilian radio navigation techniques. He is also the author of 29 technical books on various engineering and scientific subjects. These include Understanding the Navstar, Orbital Mechanics: Theory and Applications, Mobile Communication Satellites, and The Navstar Global Positioning System.

 

Dr. Levitas has forty one years experience in science and engineering, thirty three of which in radar systems analysis, design, development, and testing for the Navy, Air Force, Marine Corps, and FAA. His experience encompasses many ground based, shipboard, and airborne radar systems. He has been technical lead on many radar efforts including Government source selection teams. He is the author of multiple radar based innovations and is a recipient of the Aegis Excellence Award for his contribution toward the AN/SPY-1 high range resolution (HRR) development. For many years, prior to his retirement in 2011, he had been the chief scientist of Technology Service Corporation / Washington. He continues to provide radar technical support under consulting agreements.
